What does 100% loot bonus mean exactly? If I kill a mob that drops fine steel for example, why do I sometimes get 1 and sometimes get 2 with this bonus?

Essentially, it means that the mob has 2 loot rolls instead of 1, per possible loot. If a mob has a CHANCE to drop fine steel, it might have 0, might have 1, or might have 2 with this bonus. If a mob is GUARANTEED to drop a certain loot (Ring of the Ancients triggered quest drop, etc.), then it will always drop 2.
