Updating to latest patch causing freezing/locks.

Just did a fresh install. I try to log in without the appropriate patch installed from p99 and the characters move normally on the character select screen--despite getting the "fix your files" message.

Upon patching, characters in the character select screen are skipping/freezing. Same with all npce models upon trying to log in.

Seems like the patch changed something within graphics settings or something? Anyone got any ideas?
