I have tried 2 different "wives tales" methods (for lack of a better term). One is to turn in other items to the quest NPC to clear their inventory such as 4 pieces of food or for this mob 4 skins. The other is to kill the mob and respawn it.

Neither of these has worked and I've had a botched turn in occur after attempt both of these methods on different mobs.

I'm also told that a quake does not reset a quest mobs inventory either.

The only thing I know of that should for sure reset the mob and resolve the issue is a full server reset. So unless you arrange to do and MQ, both wait and then both log in and do it right after the server reset there is a near 100% chance the head will get eaten if you try and do an MQ. The last 3 heads I turned in all had a ring pre-loaded on the mob preventing MQ or partial turn in.

So how did you go about resolving this and can anyone confirm or deny that you cant kill the mob to clear their inventory? How could that possibly be?

I also don't know how that could be. Whenever I need to clear a vendor inventory, it works.

I didn't, I lost 2 heads. Can confirm killing the mob 100% doesn't work. Only thing that appears to work for sure is a server reset.

Vendor inventory is different from quest inventory. It was likely designed that way to prevent issues if 2 people were actively turning in quests at the same time to prevent unintended turn in failures.
