they choose to enter the command manually...which makes sense as they like to be present for shenanigans that come with quakes

they certainly dont NEED to be present to execute a quake command lol

Both exist. CSR has expressed having a literal button (remember when visceryn's daughter accidently hit the button trigger a 2nd valentines quake?) and also have quakes programmed in that hit at defined dates and times. The different functions are likely attributed to different people who may not always be aware what the other is doing.
