Just because Republicans in congress passes something doesn't make it good and doesn't mean the president has to sign it. The Republicans, or the Democrats for that matter, aren't monolithic in their views with their party. They can disagree with each other.

But, the possibility of impeachment is still alive and kicking. For what, I haven't a clue. The democrats are like a dog with a bone. They just can't let it go, despite the lack of evidence against Trump. Maybe a new thread titled "I M P E A C H M E N T" needs to be started to reflect the change.

But he can make a finding of criminality without an arrest/indictment. He chose to punt on that. Mainly because there was no obstruction, as Mueller said so himself.
