Hey on the upper / main level map of chardok, there is a "water" location in the middle.
I attached image of what I am speaking of.

And looking at the map, if you were to jump into it, there is a water access tunnel that goes down to the lower level?

Yep, I checked it and it's a shortcut to go from bottom level back up top. In addition, most of it appears safe. Specifically, the tube/tunnel part.
