Since this is a free private emulated server the devs who run it are running it out of their own pocket and its free to the playerbase.
They can't charge us or else Sony could theoretically sue them for legal reasons.
Because of this, you cannot pay real money for anything on this server. If you're caught you basically get perm banned. They can't make a profit off this server so neither can the playerbase. Also if Sony actually cared enough and inquired about real money trades on this server and found evidence of it, I think there could also be legal ramifications.
