Well generally there aren't any issues. Most people can read zone-wide FTE messages and understand what they imply.

Class C is nonstop drama. It's just FrapsQuest and back room dealings to avoid staff discipline.

You could remove almost all petitionquest drama by removing the FFA spawns and just doing 50/50 Class R/Class C split.

Could remove most of the petitionquesting by perma-banning (not six month suspensions) trouble makers and disbanding guilds. After the first few casualties, people would get the message not to be d-bags.
