My experience is, except for zones that get way overcrowded, people who are exp'ing tend to respect and help each other. Just communicate.

Blue needs a second server. With the stipulation that playing both blue boxes would be bannable. If you feel like you need to report yourself for killing the two mobs left in a zone that aren't being locked down, I think its getting to the point that a second server is maybe needed.
Teams pvp should be happening eventually. Not a blue server obviously, but the teams will provide some safety and stuff. Honestly dunno why you'd want another server exactly like one of the two we already have. At least push for a RP server or something, if it's blue!

For some reason I thought there weren't "camps" in outdoor zones. If the mob is up and you pull it, it's yours. If you want to call a "camp" - pull the mob when it pops or run the risk of someone else pulling it first.
Whoever made this call all those years ago got it completely wrong, and opened the door for scumbags of norrath to roam to halls of KC and snipe whatever mobs they want because nothing is considered a camp.

Outdoor stuff can camped just as much as indoor stuff. the fact that a mob happens to be outside is completely arbitrary.

On classic, we used to have each spire be a camp (as well as the hill) and wanderers were FFA
this is the correct answer.

I give "static" outdoor pops a minute to be pulled out of courtesy for whoever is "camping" them. After that they're up for grabs

Do i need to respect a "camp" when a dude can't handle the mobs he says he can? I ran by gnolls at splitpaw, waited for the guy to kill one of the two mobs in front of him. He of course didn't get up, decided to run to another pillar killed a mob and then killed one of the pathers the goes by his spire while he still hadn't pulled the static spawn.

Guessing i'll get a suspension, but really was just running around killing blues.
