They aren't EQ original sounds. They are stock from a sound company they sell packages in 1995-1997. Daybreak has no claim or rights to the original EQ sounds afaik.
Anyone can buy them as part of a EFX package but in modern times houses usually develop their own sounds. Back then, it was more viable to buy a package from an EFX house. You'll hear a lot of 90's games in movies, and other stuff. StarCraft sounds for example are still used in other games and movies to this day. Those were purchased from an EFX package as well.
