That right there is the major issue. People will try and work things in the blurred lines and twist it around. No matter what or how rules are stated there will always be a grey area.

There is nothing to deter this behavior and to a extent I feel some staff members get a sick enjoyment out of it at times. It can be pretty funny, but when you entertain people and their actions it causes them to keep doing it. Then it becomes developed into a what if, and shady " well this sort of happened last time, and this is how it was ruled so you should do so again".

That's not true at all. GMs do punish, and give horrible rulings all the time to deter petition quest. When we petitioned that we shouldn't be suspended from VP a few weeks ago, they said they would remove the suspension, but that the punishment would be worse if they still disagreed that we were innocent. Turns out they did disagree, and our VP loot from the day was deleted, in addition to the regular suspension being re-instated for the next week. This is one example but I'm sure there's more. You can get fucked HARD for playing petitionquest.

There is always a risk of something bad happening as a result of petition questing. New rules can result which hurt your guild. See the whole raid reform that happened months ago, because FE/IB and TMO were petitioning eachother too much. What happened? We lost a guaranteed 33% of mobs.

That isn't really a punishment for petitioning, but I can see your point of view why you think it was a punishment. It is more akin to an appeal bond to restore the status quo had it not been petitioned/appealed.

Simply deleting the loot from the VP kills that would not have occurred otherwise during the suspension would leave the other players in the field worse off. The petitioning guild is better off to have petitioned, and the other players are worse off since they had to compete with a guild that was supposed to be suspended that week.

Keeping the loot and simply reimposing the suspension for the following week would be a deferral of punishment. The suspended guild is better off for having petitioned or, at worst, break even for petitioning. Justice delayed is justice denied.

I disagree that bad or unexpected rulings deter petition questing; if anything they increase it, since parties then have differing precedents for each situation and how it is handled. The aggrieved party can then twist each situation using the "horrible rulings" from the prior months.

You aren't guaranteed anything. If raid rules and classifications and enforcement of such is a punishment, then we will simply have to agree to disagree on the definition of "punishment."

No one is forcing you to participate in petition quest or coth quest. You simply choose to do so.

That's not entirely accurate though. Part of the raid reform was the addition of simulated patches which drastically increased the available mobs. This includes VP, and I'd hazard to guess that the overall # of mobs killed by Class C is about the same if not more when you weight for the more desirable targets in VP that are reserved for Class C.
