NPC Spawn Issue: Glacial Bear in Everfrost Bear Caves

After camping this rare spawn for 2 days now, I met up with a high level shaman who claims this NPC has not spawned for 2 months.

Can any GM confirm that this NPC is still spawning on it's normal 6hr to 8hr window as it is supposed to be?

Would love to know if I'm just wasting my time here. The Totemic Helm is the last piece I need to complete my set and would like to be able to obtain it thru the quest as is intended.
