Spells: Egress (possibly succor, abscond & evacuate) not working in some dungeons

So I have people telling me they've been succored in Seb and the Hole. I know for sure I get an error in Lower Guk saying "You can only cast this spell in the outdoors."

I've had that error in other dungeons before so I stopped even trying remembering that there was a patch at some point that made it so you could.

Which of the three should it be?
1) It supposed to work in all dungeons and this is a bug
2) It is not supposed to work in dungeons yet, just outdoor zones so that's a bug
3) It's working as intended with it working for some dungeons and not others

Then it is bugged in that way as some dungeons it is working with, Seb and the Hole for sure.

As a side note Duane, I live a couple blocks from where Dog's "Da Kine Bail Bonds" was located.
