Sorry you can do the quest at 1, but I dont think you can click it till 20.

As a Troll, Ogre or Iksar Shaman, do you need at least indifferent faction with Vira to complete the quest?

iksar shaman here, turned mine in with 0 faction work. provided you somehow didnt butcher your faction to begin with

Might also be able to buy garg eye from the merchant at the Ranger Station
in LFay or from the druid at the druid ring in SF if you don't want to farm
one yourself.
