Infra/ultravision not a factor because of better systems?

I was just wondering why races without night vision bonuses aren't hindered on p99 and heard it was because monitors are better these days. Is that why?

there are certain limitations in the titanium client. my (ghetto) fix was to set gamma at 10%

yes. im not sure which expansion it was part of, but removing night-blindness was a change at some point.
