A lot of what you said is already true. Many police jobs are already incredibly cushy, with very generous pensions and pay that is not linked to performance. There's also a lot of abuse of their overtime hour system. All this, and in most places they don't even face half the risk that soldiers do. But no politician wants to take on any of these things because of the police and firefighter unions and public perception. Just look at Detroit, most public workers, except for cops, will be forced to take huge pension cuts because of the bankruptcy. I live in an area where crime is also non-existent, and do you know how much the cops are making? 70-80k on average.
Honestly the problems you describe affect soldiers themselves much more than they do police officers. Police officers rarely get PTSD or have limbs blown off.
