Patch Notes: December 4th, 2014

Looked through the patch notes for Dec. 3 and 4, but didn't see the following, any input would be appreciated. I have a 26 druid on red, whom had his track capped out to skill lvl 50. Noticed today that it is now capped out at skill lvl 20 and the 20 is red as if I had delvled to a lvl that wouldn't allow my skill to function at its max cap. Is this intended? Does it recap to 50 skill lvl when I hit 50th lvl or higher?
