It brought the player run agreement to a halt, which is the type of negotiating you suggest we use to sort out issues.

It was a decision that was made without considering the player managed agreements that were being discussed, which is p99's prerogative, however, it kicks the wind out of the idea that player manage agreements will last without overarching intervention that could dissolve player agreements.

Aka vindi.

Why do we keep thinking variance is the answer? Either just make it 3 real life days for everything so that no one poopsocks anything and it's all mobilization or remove it to like an hour so it's just not fastest connection FTE. What the heck is 16 hour variances good for? Why make stormfeather more difficult to get? Discourage lists and player made agreements or encourage them, but frankly the concept behind it all is confusing.

I'm fairly certain none of the developers knew about any sort of player managed agreement for Vindicator. I didn't, at least.

That being said, it can be looked into again.

For Vindi we had multiple channels going with full on discussion. Some in the raid thread, some on private forums and some in personal tells. We got every guild to sign saying that they were willing to come to the table to work out a system. The day that variance went in all communication came to a halt.

If it is removed, I assume communication will commence.

I like it the way it is now tbh - more about having a guildie or group in zone seeing it up and then mobilizing.
