Pretty sure that, for example, The Hole always stripped lev on entry. I expect that that rather terse and marginally informative patch note is referring to Luclin zones that were not properly coded to strip the buff on entry. Your inference is not supported by any other info and is contravened by prior art in The Hole at the very least, thus making it seem unlikely to be true.
