You basically can't swim through the zone lines from what I remember. The water isn't real populated with mobs but some are around so be careful. If you look at the map I think it will have stops for the boat so just find the closest stop and head that way.

Technically you can glitch onto the boat from in the water but it could be tough while it's on the move.
