Game Mechanics: Tunare fleeing on p99

On p99, Tunare is fleeing while remaining rooted, where she attacks nobody for the last 10% or so. It doesnt seem to be consistently happening but I've seen it 3 or 4 times.

Does anyone know of a permarooted npc (runspeed 0) that should flee?

Well she shouldn't be perma rooted until Luclin anyways /ducks!

But to my knowledge no perma rooted mobs in EQ ever fled.

But I don't think Tunare flees, she just doesn't Enrage.
