One thing that seldom gets mentioned is Level/AC of the target you're fighting. And with that comes the "minimum damage bonus" (main hand only). Effectively, that means that every time you "touch" the target, you'll hit it for at least that minimum.
So...the answer to your question is: it depends. Assuming that the the 1h and 2h loadout are absolutely even weaponwise (and that's a different discussion): If you're fighting a high-end mob (say red or yellow or even an even con), using a fast 1hander is going to give better results. However, if you're fighting a green or blue con, you may generate more DPS with the 2hander (especially if its delay is 40 or better with that slow weap bonus kicking in) because you're less likely to have your hits mitigated as much on the lower cons (you'll hit for more). When I was leveling several monks, I got way better results with the IFS (38/40) on blue cons than I did with a pair of jade maces (9/18s). But on evens or better, the jade maces outdid the IFS substantially. That's all a bunch of theoretical crap. What you really need to do is parse each loadout on a low con, even con, and high con and report your results. tl;dr? depends on what you're swinging at
