It effects bow crits and procs. You get Call of Sky at 39 and Call of Fire at 55, both nice self procs. Plenty of ranger weapons proc too so it's a great stat.

STR and hps/ac are your main goals. Capping STR is very easy; one high level shammy str buff is for 60. I'd prob just keep plugging away at this toon. Level > All else.

I was under the impression that procs from spells/buffs (such as the call of x line) are not affected by DEX. Correct me if I'm wrong.

As far as I know, he is correct.
Spell based procs have a fixed proc rate, unaffected by DEX.
Weapon based procs use DEX (plus a item base proc rate modifier, probably).
