I'm not an enthusiast of games like this one, but I don't think that your definition of a game is general usage. For this meaning, a game is usually defined as a contest with rules to determine a winner, which this game, the lottery and slot machines all certainly have. In the case of simple games like these, the decision-making involves choices like when to play, who or what to play against, how much to wager and how long to play. Even the seemingly simplest games can involve strategy and skill.

At a meta level, one of the most powerful strategies is convincing one's opponents that there are no strategies or skills for a particular game. For example, in the game we all share, one group of players might convince another group of players that results are due to circumstances beyond their control, such as intervention by developers, sophisticated custom software and psychic abilities. In that situation, the second group's belief that they could not win would eventually become the proverbial self-fulfilling prophecy.

Just sayin'.
