Cleric -- When to start using Complete Heal?
So I just got 39 on Green, and I'm wondering when I should start using Complete Heal over Superior healing? Currently Cheal doesn't seem super viable in my groups due to not enough hp, but what are your opinions or experiences?

Its all about healing per mana.
Superior Healing is 2.33 HP/mana In order for a C-heal to be more effective, it needs to heal for over 932 (400 * 2.33). Realistically speaking, ask your tank how much buffed HP they have. If you can't land a 1k+ C-heals reliably without getting dangerously close to death, don't bother. Also note the synergy between your HP buffs and Complete Heal. Symbol of Pinzarn only costs a Jasper and maxes at around 300 HP. Combined with Resolution that's well over 500 extra HP, making your CH much more efficient. Keeping your tank and puller buffed at all times so you can maximize CH efficiency helps with mana a lot over a long grind. But kjs86z is right: if you aren't hitting CHs for at least 1k or so with some reasonable margin of safety then don't bother. But you should be able to use it effectively almost as soon as you get it with a decent tank and full buffs.

Start casting CH when the ranger tank is at 75% HP, unless it's more mana efficient over the long run to rez after every fight. Disclaimer: I haven't done the math.

I always begin with quicker heals, and then watch the tank interact with the mobs and learn his rate of hp loss. Always put best hp buffs on the tank to boost hp (as was already stated), so it's more mana efficient. Eventually, it'll be routine for you to group with someone, watch how their hp dips with the mobs, and time CHs. I've been in groups when that's been between 25 and 50% hp. Subtle, but I always have mana.
