Issues with Levant and Day/Night cycle

What was considered night and day for spells didn’t necessarily align with the sky box. The spells and npc spawn cycles seemed to be tied to dusk/dawn as opposed to sunrise/sunset.

Can you find some classic reference to the times and this spell?
