I've made it a point to report any name that breaks the policy whenever I'm in EC and I can tell you that they basically don't change anyone's name. I've reported the same people with utterly stupid names that clearly violate the policy for months and nothing has happened.

On the other hand there is selfish people like you who corpse rings and wipe lists.

People do not hate you, they just do not care about you and do not want to interact with you, and if CI leadership had any integrity they would get rid of you.
