Yes. This is a modern feature on most laptops/operating systems to prevent accidental clicks.

also because RnF is the correct place to go to get a boxing ban overruled and/or the methods with which boxing is confirmed to be seriously discussed. this will work every. single. time.

It's also super easy to disable - here's an example for a very common touchpad driver - Synaptics:
