I think it comes down to the developers not wanting to offer up the p99 code for somebody else to work on it, and the fact that they are currently busy working on p99 and are in fact volunteers who don't work at a playerbases every beck and call.

Frankly, the p99 developers should do whatever they want concerning this, and currently are. There obviously is not enough support for such a server or it would already exist (see: project 1999). Your best bet would probably be finding somebody who decided they wanted to make this happen and actually doing it. I don't think begging the staff of a different server to do it for you, right now, is the best way to go about reaching your goals!

P.S. Dangling money in front of them to try to get your way makes you seem extra silly as well. Especially for a "few hundred dollars".
