OP seems to be making two separate claims: They were getting trained due to incompetance *and* due to malice?

GM's can't intervene every time somebody just sucks at the game, and unrest is a notoriously hairy zone as far as pathing especially inside the house.

If they're primarily incompetent but so immune to feedback and obnoxious in OOC, and they keep doing it for dozens of hours, does it not blur the line between malice and incompetence if the end effect is the same?
