Insufficient length/severity of exposure, probably.
It's not complicated Trexller.

COVID is primarily spread through respiratory droplets when an infected person talks, coughs, or sneezes. If someone was not close enough to the infected person to come into contact with these droplets, they may not have been exposed to enough virus to become infected themselves.

Even if someone was exposed to the virus, it's possible that the viral load, (the amount of virus particles), they were exposed to was not high enough to cause an infection. This can happen if the infected person was in the early stages of the disease, or if they were asymptomatic.
