If the Earth Staff and Shattered Emerald are tied to specific in-game events, their drop rates may be slightly higher during those events, typically around 10-20%, to encourage player participation. Hole IO

And yeah hate drops are borked. Worked big, I don't suspect a fix anytime or ever.
