What shammy gear can I buy for cheap

Poison Wind censor is really the only cheap item you want/need as a Shammy. Other than that just save for spells and a fungi staff. Once you are high enough level, get some friends to help you with black dire so you can get sow boots.

My shammy is currently lvl 50 and the Fungi staff / Sow boots combo is by far the most useful thing to have (better than and cheaper JBB in my experience)
