Spells: Using underlevelled spells should result in fewer resists or partial resists:

This isn't folklore though. It's the person who created all of classic EQ's spells saying the game has been coded to give spells less resistance in relation to the player's level. He also said in the interview that he specifically checked to make sure things were working as intended.

There is historical documentation linked of someone testing the resist rates and finding that Enstill gets resisted 20% more than Root. According to the historical databases (posted in the other thread specifically about Roots), Enstill and Root have the same resist rate. So all of the historical posts saying Root gets resisted less than Enstill can only be explained by exactly what the game designer said.
