Streaven and Dealione not spawning for Trooper Scale Breastplate quest

Confirming Daelione's Implant doesn't seem to drop, killed him many times and he only drops weapons.

Here's confirmation this quest was completed as early as Nov 2000, so the implant should be dropping:
