Game Mechanics: Weapon Procs (Spell limit)

Bump on this, anyone remember landing weapon procs on Raid mobs?

Mob had to have been 7+ levels higher than you--

It had to have been before this patch on 10/08/2001.

The level-based spell resistance bonus inherent in super-high level NPCs has been reduced significantly.

This brings up another question:

If some of these mobs were Level 70 during this time frame, how was it possible to slow them with the 6 level limit?

Perhaps they were all capped at 66 and later changed to 70? (Would need ShowEQ logs to see).
