Does anyone know if that is implemented on this server? or was this just how it was on live?

Seems like this would have been a bug.
There is absolutely no precedent anywhere in the game for getting faction hits from pressing 'H'.

Not sure. saw him in there last time I was there, but I didn't want to chance it. There might be some data on alla, but it's been like that as long as I can remember.

Well, there's one precedent.

There's also no precedent for a high level mob that starts killing you if you attack an animal, except for that one precedent.

Losing faction for hailing Tazgar was intentional, not a bug. He even gave a "I liked you better when you were silent" response.
