Felwithe, Kelethin, North Freeport - no need to FD. There's walls stopping the bankers from seeing you.

Highkeep - FD, mainly due to Captain Bosec's pathing (I always remember him as static on live at the base of the stairs, no idea why he moves around here). You can go to the corner behind the banker window and Bosec won't see you.

That's why I said "she" - the banker will attack you from her side of the window if you're kos. She doesn't hit hard but it does stop you being able to bank.

Ah... I was looking at it from a KOS to guards which I was from killing them. But the banker never became KOS to me, on a different faction I guess.
