I'm pretty sure what he's talking about are RFID chips, and the so-called "electronic tattoos." They've been promoting them for quite a while already, trying to make them mandatory. It'd make alot more sense if you'd watch the video on this interview on page 11, post #106.

Probabilities of your theory being accurate: low, closer to zero than many others. Not to make fun. But it needs some serious evaluation. There are much easier and predictable ways to exterminate the human race, even subversively.

Most likely if anything this conspiracy is some kind of twisted disinformation/mind game from MJ12 folks.
