you cannot decrease poverty this way and yes poverty effects certain people more, especially those on welfare/and in inner cities so your going to see them kneeled way more often then not, not because of their skin color or ethnicity or heritage. Not to say racism totally doesnt exist... it's just bullshit the way it's portrayed politically.
