That means all time high levels of migrant rape and death, and yes even all time high levels of rape (that is obviously evil as well) at the US facilities possibly

So my question is: which president’s policies resulted in higher quantifiable amounts of migrant suffering?

Take over those countries then and run an American government if you don’t like that bad countries are bad. I love me some good old fashioned emotional blackmail but yes, however you disincentivize them from coming, the less migrant suffering you create on the journey. Eventually word of mouth will spread that is not worth it to just be sent back
