Doing drugs and being an addict are different things. Houndstooth is an addict. Jeremy just does drugs.

Addiction or not many drugs will still affect your brain and cognitive functions.
Addicts are the type to rob your character and RMT it for more drugs. So basically an addicts life can be very negatively affected by 'just a game' by enabling an addict get more drugs.
