Demographics, yes, and I'd throw in parental involvement, basic discipline, and basic respect. My ex is an elementary school teacher for HISD and she has some horror stories. What's really weird is the selling of the pass/fail rates of students to the prison system.

They do. Weird, hyper capitalistic shit happens behind the scenes, but that's USA. Agreed on the parents over protecting. I got beat for being a shithead at daycare. My Prussian, Polish raised mother would have none of it being a single mom with 2 kids, nursing school, and a full time job. Shit, I was cleaning the dishes at 3 because I could reach the sink. Felt good to contribute then. The fuck happened...oh wait, the current cultural amalgomation of the USA is our president.
