Whether the bias exists or not is debatable, but the air of impropriety is definitely a thing when going on Sirken's stream is going to make it more likely that he'll address whatever stupid PetitionQuest bullshit that's going on.

There's a reason I don't go on the stream, there's a reason I've told my officers not to go on it (a few went anyways despite my protests) I want fair and unbiased rules with clear infractions and penalties for those infractions, and hanging out with the judge/jury taints things.

Amelinda wasn't to anyones real benefit she suspended us multiple times when we shouldn't have been. She just didn't understand game mechanics at the same time there was BDA GM providing favoritism to BDA, and doing everything in his power to screw TMO. Hi Bisch.
Don't forget BDA's other guilded GM (who was actually pretty fair) To be fair everyone had deru on their cell in both competing guilds everyone had deru and sirken on skype.

The problem isn't that GuildA or GuildB has favoritism. The problem is that the system is set up to allow favoritism to happen and to even promote it at times. There also doesn't seem to be standard of punishment as Guild A will get different punishments for Guild B. It's a mess that could be fixed immediately by making all raid petitions public.
I wonder why this hasn't happened yet? Who in their right mind wouldn't be for this?

Additional points of bias as I remember them. The new rule was FTE IS ALL THAT MATTERS, Scorchin (FE) gets FTE on Cazic, TMO does all the leg work, loot awarded to TMO because FE didn't engage after their FTE and why would they if TMO was doing it for them.

In the old "no CSR" VP Adriana was suspended for a week by Amelinda for being at PD and dropping a stalking probe into the wall warping it to the entrance. This ruling is what banned that practice when it was SOP to start your coth chain in Sebilis down to Trak's Lair. Days later we watch Sentenza glitch through a locked door using his AoN, that was deemed perfectly acceptable.

Public raid petitions will just turn into a fuxking popularity contest. It's pointless.

If we want transparency it's easy. Create a list of infractions and corresponding punishments. Give examples of precedent to justify how the infraction is determined and punished.

No, but the public turns it into a shitshow which isn't needed. A check and balance exists when one party can affect the other. The public has no say in the matter, as you've already explained, so there isn't a check and balance, it only create an illusion of transparency.
