Confirmed recent reports of 90mr getting chain whirled so you can be quiet. I even see screen shots of this happening to people in Kunark zones.

Basilisk chain stunned a 50 necro in front of me with over 100mr, he couldn't even move. Mind you, the basilisk cons VERY GREEN to a 50 necro.
