That's historically just been the way it's done. It's bad. And neither the R's or the D's seen keen on fixing it. The R's at the very least are willing to watch it implode. The result of said implosion will be super cheap farms to corporatize. The D's want to keep the class system firmly entrenched and don't want farmers to hold administrative power over their lands. I personally value locally sourced food and am willing to pay more for it, knowing it came from a farm that's not incorporated in the far east. Food doesn't relate to climate, because our economy went global like way before the civil wars with sailing ships.

I've been pro national minimum income for a very long time. It's a way better idea than student loans, picking corporate winners and losers, and importing people to exploit them at a rate that is unsustainable. Oh yeah, and there's a moral component too but I doubt very seriously anyone cares about that in this highly individualistic country
