Because the community can do this themselves. GM are not raid organizers. Anyone can setup a time and target they want to raid. Make it open to public. If you get enough to attempt it you can.

Now if the mob isn't up that happens, you will have to try again. This is why it is a good idea to have a list of several mobs to attempt so you have a some fallback options if your primary target isn't up.

If your list is deep enough I am sure you will find something to do to benefit someone participating. The more people benefiting from these, the more participation you get. The more participation you get the more you can do. Just keep a robust list of what people need and just start checking them off, just like many guilds do.

Just because someone in the community hasn't stepped up to do it, (Probably because most of these people are already leading their own guilds or participating in guilds that already do it), does not mean no one can. If the top end guilds do follow a community standard of not jumping a prepping raid, not hording the same mob for multiple spawns in a row unless uncontested, validating and reporting kills to keep such a system in place. then I don't see why a Public Option can't succeed as well.
