Anyhow: I agree with the idea that it is absurdly unlikely that developers intentionally added loot to Vorshar in Luclin as opposed to when they implemented Realm of Heroes. Having GM event items dropping from an NPC was most likely a mistake (and later Vorshar was changed). GL Daldaen. He probably existed w/ full-loot table when originally added, but you aren't going to find shit about it in the April (?) 2001 to Dec 2001 range.

What do you mean someone made a personal vendor that produced plat to steal from developers? I'm not following. Are you saying some developer got disgruntled, and made some other vendor that stole plat from the server / player (like would eat your plat and not give you an item?), and to make up for that this guy was put in so you can redeem tokens for items?
If so that is more of an argument not to put him in. Maybe you are saying the stealing plat from developers was a Lore angle to a storyline for putting him in, but OMG the cringe involved with that is horrible. Please explain further, I'm just not picking up what you are putting down.

Probably not, and no one thought to kill this NPC if he is hail-able.
