Pretty simple. If your being annoying enough to need a cop to tell you to stop blowing smoke in someones face. Your disturbing the peace. Its already solved. The problem is 99% of our cops are SWAT and not "peace officers" there to assist and remind people to be chill and polite (so we don't have to get SWAT involved).

Of course that would mean less $$ towards military industry and more towards training and schooling reasonable people to fill this role in society.
