If I cannot raise tailoring beyond 115 skill because I am not a Erudite, Wood Elf or Halfling then it is a race restriction. Trying to raise tailoring skill making Fleeting Quivers from 115 skill is pretty much impossible. I'm not saying the ingredients for those cultural armors are easy to collect but it's a thousand times better than the option for any other races.

It's not a restriction as much as a bonus for the other races. You can still get to the same levels you just have a harder way to go. A restriction means you couldnt hit a high number which you can. If anything its more of a disadvantage.

I have done all of the trade skills. I have taken all but baking and tailoring to 200 (or max), and baking I'm almost there. However, I would agree that tailoring is not feasible to take above 115 if you cannot do cultural tailoring. Just wait until Velious.
